You in this role

Reporting to the Manager, Client Service Support- Process and Peer Review, and working with internal and external stakeholders, the Peer Review Coordinator (PRC) provides assistance, guidance and coordinates all aspects of the peer review process for the Green Municipal Fund(GMF). The PRC fulfills reviewers' assignments, and facilitates peer reviewer recruitment, contracting, technical and process training, tracking, reporting and permance review.

The Peer Review Coordinator acts as primary contact between GMF and peer reviewers, ensuring timely functioning of the peer review process, responding to inquiries about files being evaluated and troubleshooting technical administration issues or other problems which may affect the completion of peer review assignments.  In consultation with other units, the PRC maintains the accuracy of internal standard operating procedures and external training manuals and instructional guides.

What you’ll be doing
  • Plans, coordinates and implements activities related to the Peer Review Committee, including sending notifications of available applications for review, assigning reviewers to applications utilizing specific criteria, recruitment, contracting and invoicing, system training, allocation of assignments, communication, evaluation and reporting documentation management, with a focus on continuous improvement and increased efficiency of the peer review process.
  • Coordinates the recruitment process of peer reviewers, wich includes tracking applications, coordinating inter-unit reviews, preparing contracts, and setting up peer reviewers in the system.
  • Plans and coordinates peer reviewer orientation sessions, including facilitating training sessions related to system (CRM) or process changes, invoicing and customer facing portal operations.
  • Collaborates and coordinates with sector and funding teams for the onboarding of peer reviewers and maintenance of tools and templates to build capacity in areas of content and strengthen GMF’s ability to assess and promote innovative solutions that cater to the diverse needs of communities across Canada.
  • Responsible for updating and maintaining accuracy of the peer review standard operating procedureand ensuring best practices related to quality assurance are implemented.
  • Responds and troubleshoots peer reviewer inquiries about the assessment of files, invoices and technical system issues in close collaboration with is as needed. 
  • Responds to general inquiries from internal and external staff and disseminates accordingly.
  • Liaises with project officers and funding managers and organizes discussions with peer reviewers on issues that need further analysis.
  • Participates in system design for the grants and loans management system and provides process subject matter expertise in user acceptance testing for changes in peer review processes, including maintaining best practices for data management of peer reviewer accounts and continous improvement of the process. 
  • Ensures accuracy of system data for peer review in GMF’s CRM, focusing on data integrity throughout the peer review process.
  • Maintains, develops, and continuously updates peer reviewer records database, assignment tracking sheets, master lists, and budget trackers.
  • Reports on overall peer review activities, i.e., notifications, responses, assignments, participation of individual reviewers and of federal-sector reviewers as a group, renewal of mandates, associated costs, etc. 
  • Monitors and enforces timelines around the peer review process to ensure service standards are maintained.
  • Responsible for preparing accurate invoicing and budgeting reports, on a quarterly and yearly basis, including providing data analysis on peer review composition and performance for council and analysis on year-to-date projections.
  • Additionally, supports quaterly financial reconciliation and year-end accrual reports.
  • Monitors the application of by-laws and conflict of interest policies related to the PRC and ensures confidentiality is maintained during the peer review process. 
  • Acts as primary contact with representatives from the Government of Canada mandated to provide federal nominations to the PRC. 
  • Responsible for the overall preparation and administration of contracts and nomination agreements within the assigned portfolio, which includes consulting with clients and Government Representatives on contract/nomination terms, negotiating where required, reviewing and finalizing contracts and agreements and obtaining applicable signatures and other relevant/required documents.
  • Participates as required in cross-functional team project work for GMF, FCM Programs department or in FCM-wide initiatives.

You bring:   

  • Post-secondary education in business administration, Finance, project management or related discipline, or equivalent education and work experience. 
  • At least five years of work experience in the provision of administrative and operational support, with a strong focus on communications, organizational coordination, and customer service.
  • Ability to work effectively with all levels of internal and external stakeholders, excellent client service skills.
  • Demonstrated ability to prioritize, troubleshoot and meet regular deadlines.
  • Budgeting and reporting skills.
  • Advanced knowledge of computer applications (Microsoft Office Suite), database management (CRM) and mass mailings, as well as familiarity with grants and loans management software.
  • Strong organization and written and oral communications skills.
  • Strong attention to detail and accuracy.
  • The ability to work in both official languages is strong asset.
