You in this role

The GMF Governance Team is a small team of experts organizing and leading the operations of the GMF Council and collaboration with the FCM Governance Team. . 

 

Reporting to the Senior Manager, Governance and Performance, The Advisor, Governance and Planning, leads the GMF governance Team and manages governance processes related to the Green Municipal Fund (GMF). The Advisor works closely with Senior Leadership of GMF on governance-related policies and procedures, as well as the recruitment, training, and support for GMF Council and committee members. 

 

In addition, the Advisor oversees and monitors governance operations and GMF Council’s annual agenda and meetings as required for the effective delivery of GMF programming. Support for effective governance includes managing projects and processes to ensure effective and efficient departmental engagement in and alignment with organization-wide strategic planning, annual planning, monitoring, and reporting processes. 

 

The Advisor oversees the development and execution of governance-related policies and procedures in line with FCM-Canada funding agreements, and leads the recruitment, training, and support for GMF Council and Committee members.

What you’ll be doing

Governance 

·       Manages the preparation and execution of monthly GMF Council meetings including the preparation of agendas and supporting documents with input from senior leadership and the GMF Managing Director. This includes developing shadow agendas and briefing materials for GMF Council Chair.

·       Ensures technological readiness for online and in-person meetings including video conferencing, audio-visual services, simultaneous interpretation, and meeting recordings.

·       Coordinates the annual nomination and renewal process of GMF Council and committee members, including monitoring member terms, calling for nominations by communicating with key stakeholders, receiving nominations, and preparing memos for approval at FCM Executive Committee. 

·       Under the direction of the Senior Manager and Director’s Office, organizes the process to measure performance of GMF Council and committee members (i.e., attendance and effectiveness) and produces timely reports to be presented for input into GMF’s overall performance assessment. 

·       Ensures that members of the governing bodies as well as FCM staff are informed on policies adopted by GMF Council and committees, including liaising between the parties and communicating appropriate information.  

·       Participates as required in cross-functional team projects for GMF or FCM-wide initiatives. 

·       Maintains and advances a strong and effective connection between GMF Council and the FCM Board Executive.

·       Responsible for delivering Governance Committee meetings, including the creation of strategic agendas, the committee’s annual workplan, and background documents.

·       Ensures GMF Council operates in compliance with applicable policies, by-laws, and the Funding Agreement.

Planning 

·       Organizes planning and performance monitoring retreats for the Governance Team with senior staff including overseeing logistical and administrative preparation, drafting agendas, participating in planning discussions, documenting decisions, and following up on action items. 

Creates or refines planning and reporting processes, templates, and tools as required.

 

Your skills make us better 

You bring:   

 

  • University degree in political science, environmental studies, or related disciplines. 
  • Minimum of five years of progressively responsible experience in board or council management. 
  • Excellent people and project management skills. 
  • Strong knowledge and program management experience in the area of governance or committees. 
  • Knowledge of governance processes in public sector funding programs, including legal requirements applicable to federal funding agreements. 
  • Must have experience in internal controls and governance practices, procedures, and principles. 
  • Strong political acumen, tact, and diplomacy. 
  • Excellent collaboration and negotiation skills with a focus on external stakeholders. 
  • Exceptional customer service skills. 
  • Fluency in both written and oral French and English is a strong asset.
