You in this role
|
Reporting to Director, Net Zero Acceleration Programs, the Manager, Capacity Development, leads the design, development, implementation and measurement of a scalable one-stop shop for information, peer learning and skills development for municipalities. The Manager raises awareness, accelerates transformation and enhances the impact of municipal action in GMF’s activity areas . They will oversee and guide a team of professionals delivering GMF’s capacity building programming supporting GMF’s Net Zero Acceleration. Key target audiences for this programming include municipal staff, elected officials and other municipal practitioners. The Manager will be responsible for the general management and coordination of resources, activities and results focused primarily on the following:
- Capacity building activities and programming to support Net Zero Acceleration within communities, including the establishment of networks/communities of practices, cohort-based learning programs, awareness raising materials and activities, skills development, and technical coaching.
- Mobilization of lessons learned from GMF funded projects broadly within the municipal sector.
- Develop and maintain links with relevant external organizations and networks to support, enable and accelerate program delivery and impact.
- Oversee and continually improve impact measurement and reporting.
- People management to foster leadership and professional development among all team members.
- Manage, negotiate and ensure success of key organizational partnerships including the Partners for Climate Protection (PCP), the Municipal Net-Zero Action Research Partnership (N-ZAP) and the Circular Cities and Regions Initiative (CCRI).

What you’ll be doing
|
- Guide and oversee development of GMF awareness raising, skills development and capacity building programming related to the acceleration of net-zero communities. Including in-depth peer learning activities to enhance uptake of lessons learned and good practice.
- Represent GMF and FCM in high priority seminars, conferences, events and meetings with municipal officials and other key stakeholders.
- Report to and ensure alignment with strategic direction of the Director, Net Zero Acceleration Programs on matters related to energy and climate change focused programming. Ensure the Director is informed and engaged on emerging issues, relationships or new potential partners.
- Lead development of annual work plans to deliver on the objectives of the GMF Strategic, including reporting on program results (financial and operational), identifying opportunities and developing proposals for capacity building activities.
- Identify and analyze needs, trends and opportunities in order to continually improve the overall effectiveness of capacity building initiatives;
- Liaise and collaborate closely with Managers across GMF to ensure effective collaboration, alignment, and complementarity of teams’ priorities and activities.
- Liaises with key internal stakeholders across FCM (including GMF Communications, other GMF Units) to ensure a coordinated and effective approach to capacity building initiatives and processes.
- Establish and maintain collaborative relationships with external stakeholders and networks to ensure relevancy of program approaches and continual sharing of knowledge and information on capacity building related activities and stakeholder needs.

You bring:
- Master’s degree in environment, public administration, urban planning, program management, education or related field or equivalent combination of education or experience.
- Minimum 10 years of progressively senior professional experience in capacity building, environmental sustainability, program management, financial management and people management.
- Leadership, teambuilding, mentoring and coaching skills, ability to optimize staff capacities and lead a highly collaborative, dynamic team with clear performance expectations and in an outcomes-focused, real-time, client service environment.
- In-depth knowledge of energy and climate change, particularly in the municipal context.
- Knowledge and experience related to capacity building approaches, adult education, facilitation, and the transfer of skills and knowledge.
- Good knowledge of program monitoring and evaluation approaches, frameworks, and tools.
- Strong verbal and written communication, interpersonal, negotiation, representation and influencing skills.
- Understanding of municipal infrastructure and other relevant sectors to the program, and experience working in or with municipalities are strong assets.
- Network of key stakeholders in Canada who are strategic for skills building and policy development related to energy efficiency, emissions reduction, renewable energy generation is an asset.
- Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
- Language: The ability to work in both official languages (English and French) is a strong asset
